New Zealand has targeted sanctions against Russian oligarchs and their families, with 36 individuals added to the list overnight.

Ardern said reports of Ukraine civilians who had been killed, raped and severely wounded by Russian troops were "beyond reprehensible".

"Russia must answer to the world for what they've done. It goes without saying that these atrocities are against international law.

A USP student was convicted in the Suva Magistrates Court this week for possession of illicit drugs.

Kessler Anton from Papua New Guinea pleaded guilty to possessing marijuana, after police found the drug in his room on 1 August.

The court, however, will not register Anton's conviction because it said the student was unlikely to reoffend.

Instead, Anton was bound over for $US235 and told he would have to pay the sum if he reoffended.

USP Vice Chancellor Professor Pal Ahluwalia said the university had a zero-tolerance policy against drugs.

Theresa May said the diplomats, who have a week to leave, were identified as "undeclared intelligence officers".

The UK later told the UN Security Council that Russia had used "a weapon so horrific that it is banned in war" in a "peaceful" British city.

Russia denies attempted murder and says it will respond appropriately.

Mrs May also revoked an invitation to Russia's foreign minister, and said the Royal Family would not attend the Fifa World Cup in Russia later this year.
