Los Angeles county sheriff Robert Luna said during a press conference the motive for the shooting was not known. He identified the suspect as Huu Can Tran, 72, who wielded a pistol with a high-capacity magazine.

Mayor Eric Garcetti made the announcement just hours after Los Angeles County reported its largest daily increase in new Covid-19 cases.

Until now, only essential workers and those displaying symptoms could receive tests due to a scarcity of kits.

It comes as California is expected to close all beaches across the state.

Los Angeles County currently accounts for almost half of California's confirmed coronavirus cases. The state has so far reported over 48,000 cases and more than 1,900 deaths.

LA cleared for 2028 Olympics

On Thursday, the full IOC will award the 2024 Games to Paris and the 2028 Games to Los Angeles.

Los Angeles had originally bid for 2024, but because of the new date, it had to make changes to its host contract.

The evaluation commission signed off on those on Tuesday, saying that although details need to be finalised, it is confident LA can host in 2028.

Los Angeles received concessions for agreeing to host four years later, including receiving a portion of the IOC's surplus from the Olympics to fund youth sports programs in the city.

The surveillance footage from a local business shows 18-year-old Carnell Snell Jr. with a gun in his left hand during a foot chase with police on Saturday afternoon.

Snell's encounter with police started shortly before 1 p.m. Saturday, when officers tried to pull over a car with paper license plates, police said. Officers believed the car was stolen because "the paper plates didn't match the year of the vehicle," Beck said.

But the car didn't stop, and officers gave chase, police said.
